Panel 2: If this vaguely UK-ish cape with the bicycling-style helmet ever had a supranym designated to him, I'll be damned if I can recall it.  I assume he's probably a speedster of some sort, though I believe the idea behind his power set would be that he uses a (presumably very, very durable) bicycle to get around rather than running everywhere on foot as pretty much all other speedsters do.

In fact, I briefly considered a story involving Emp using such a suprahuman-rated bicycle to get around the city amidst a sprawling urban crisis, but immediately ditched the idea after contemplating the bounty of detailed backgrounds, traffic scenes and crowd shots that would've been required. (One tangential if obvious joke from that scene would've been Emp having to overcome the embarrassment of riding around the city with her ample behind effectively on display.)
