Panel 1: Believe it or not, I have an elaborate, No-Prize-ish rationale for how Ocelotina possibly would’ve made a reference to Public Enemy’s “Black Steel in the Hour of Chaos.” (Short version: Her brother, the cameraman, is the root of said rationale.) On the other hand, the ten years that have passed since I wrote this page make this explanation even less likely, but what the heck. 

Panel 3: Ah, we probably should be able to see the bottom edge of Emp’s mask below the duct tape blindfolding her, but ehh, screw it.

Panel 5: Yeahp. though she has a warped way of showing it, Ocelotina really does harbor respect for Emp as a superheroine. No, really!
